All over the world, December 3 is celebrated as a special holiday established by the United Nations (UN) – International Day of Persons with Disabilities. It is designed to attract public attention to the problems of people with physical or mental disabilities.

At the end of the 20th century, one of the priorities of the UN was to attract public attention to the rights and problems of people with disabilities. As part of this goal, 1981 was proclaimed the International Year of Persons with Disabilities, and the period from 1983 to 1992 – the Decade of Disabled Persons.
This period ended with the creation of a special holiday. At the 47th session of the UN General Assembly, a decision was made to approve the International Day of Persons with Disabilities. Since this day, member states of the organization have held educational and charitable events every year in honor of the celebration.
